The carrier confirmed no issues with the server and is most likely a server hiccup connecting to TFMXPress.
Clients should be able to manifest cons.

Australia Post - Tracking APIs Degraded Performance

Carrier confirmed issue with the Shipping & Tracking API has been fixed on their end.
Clients should now be able to proceed booking cons with AusPost w/o issues.
